To answer your question 3pt hitch and PTO are two totally different things. The 3pt hitch is a way to attach an implement and PTO is a means of driving external parts on whatever your pulling.
The 3pt is self-explanatory uses three points of attachment. The two lower points for lifting the attachment, and the upper point for tilting forward or backward to keep your implement level once it goes in the ground.
The PTO is mainly used for powering the unload auger on a grain cart or hydrolic pump on a module builder.
There are a couple of ways to plant. You can use a vacuum planter, or seed drill. Vacuum planters use plastic disks about 12'' in diameter with holes around the outside edge that are the size of the seed your planting. There's a specific disk for whatever your planting. The plates are inside a vacuum sealed area and as the seed falls into this area the vacuum causes the seed to be pulled into the holes and as the disk rotates it drops the seed down a shoot and into the ground. Vacuum planters are used for specific spacing for 38'' down to 15'' rows. A grain drill plants small seeds close together, both in the row and between the rows. This is to increase the yield per acre (more plants) and to have the crop plants assist in weed control with their own vegetation cover.
