Are there any checklists or resources I can use to find and buy good Used John Deere Tractors?

I know what features I'm looking for, but I'm afraid I might overlook something important.

I won't go into detail here. I'll assume you know how a tractor should run, but the 4 ESSENTIALS would be to:

Check the engine
Check the gears
Check the PTO
Check hydraulic lift

You will absolutely need to get on and drive the tractor to see how it feels. Make sure there is no oil burning, there is no knocking, and make sure it doesn't jump out of gear. There are obviously more elements to think about, but I'd consider these four to be the primary things to look at when buying used John Deere tractors.

if a riding mower were used instead of a farm tractor to pull a hay wagon…..?

how many people at minimum could it handle without any strain to the lawnmower engine

for instance a farm tractor can with a hay wagon carry at least 35 people

If you couple the mower direct to the hay wagon, probably none at all. The inertia of the heavy hay wagon will be too much for the mower to get it moving.
However, if the mower has a really good slipping clutch (hydraulic) or if you couple it with a long elastic tow rope, then it can possibly get the hay wagon moving with all 35 people aboard. If it doesn’t, two or three of them will need to get out and push.

When did they first put brake lights on a farm tractor/farm equipment?

I need to settle a bet. When were brake lights put on tractors/farm equipment in production? Not just someone hooked something up to the tractor.

i know in oklahoma you can drive farm equipment on a road within 150mi. of the farm/owner so probibally for that
